Because the four phases of emergency management were not carried out properly, we must live with the tragedies that happened as a result of improper planning. It is important to point out that all levels of government: local, state and federal must work together on emergency plans for any type of disaster that may occur. There may not be a need for all levels of government, but through careful mitigation and preparedness, the response to the disaster will not come as a surprise and the recovery efforts can begin immediately. Emergency management should not be confined to natural disasters. It should also be implemented in organizations such as businesses, schools and others because an emergency can strike at any time. If all four phases of the emergency management process should always be carefully planned....

When this is done, it minimizes the economic impact that the disaster can leave behind as well as protect the lives and welfare of all individuals involved. Emergency management has become necessary for all of society.
